Individuals who are not affiliated with a public safety or other government entity wanting to take FEMA and other courses through a local, state or FEMA program must receive approval from and register through their local emergency management office.

Go to the CERT page. Community Emergency Response Team (CERT) - CERT is about readiness, people helping people, rescuer safety, and doing the greatest good for the greatest number. CERT is a positive and realistic approach to emergency and disaster situations where citizens will be initially on their own and their actions can make a difference.
