Continuity of Government Program - Uncontrollable or unforeseen events can cause an interruption of critical government functions that can cost our county dearly. Johnson County Government delivers many essential services and must be proactive in its planning for any calamity that may occur. In order to do this, Johnson County Emergency Management will be working with county departments to develop business continuity plans to prevent any interruptions in services to its citizens.

Vacant - Assistant Director, Planning Develops, coordinates and maintains all plans to support the County’s role for disaster mitigation, preparedness, response, and recovery. Plans include the County’s Local Emergency Operations Plan (CEOP), Debris Management Plan, Mitigation Plan, and other plans as required by the state of Kansas or federal government, as well as all of the supporting hazard analyses & capabilities assessments. Serves as a resource for access to local, State & Federal plans, policies & procedures, both public & private, which may impact the ability of the County to mitigate, prepare for, respond to, and/or recover from disasters.

Matt May,
MEP - Assistant Director, Operations Responsible for maintaining the Emergency Operations Center, including the alternate EOC, to support an all hazard warning and response capability countywide. Serves as the primary point of contact for the county’s WebEOC system as well as other technology based projects. Coordinates with the county’s Radio Amateur Civil Emergency Service storm spotting group and the National Weather Service to enhance the weather warning and response efforts. Develops, facilitates and evaluates regular training and exercise to determine the current state of readiness and identifying future needs of the department and county personnel. Gerard McConaha - Assistant Director, Government Preparedness Gerard coordinates emergency response planning and
procedures for all Johnson County employees and their facilities. He
is also the administrator of the County’s Workplace Safety Coordinator
Program. This program utilizes over 120 various department appointed
safety representatives carry out facility emergency response plans.
Gerard coordinates and conducts monthly training for the Coordinators,
in addition to cycling facilities through annual inspections and
exercises. Johnson County recently adopted an employee mass
notification system called JoCo Notify. This system is hosted by the
Emergency Management Division, and is also administered by Gerard. Gerard has worked in the public service sector for
the past 14 years, and during such time, has continued to actively
serve as a Commissioned Officer in the Army National Guard for 18
years. |

Trent- Emergency Management Planner Responsible to assist with planning efforts including the
coordination of homeland security activities in Johnson County. This
includes planning for all hazards that impact the county including
acts of terrorism, weapons of mass destruction, and mass
casualties/fatalities. Responsibilities also entail convening
homeland security stakeholders to distribute regional homeland
security funds and acting as a coordinator for homeland security
capability/needs assessments. |
