COOP Project Overview

The Metropolitan Emergency Managers Committee sponsored the COOP project to help local communities in the Kansas City region with their efforts to complete Continuity of Operations Plans.

The project included development of worksheets, templates and guidance documents; and the preparation of two pilot COOP Plans — one for Platte County, Mo., and one for the city of Raymore, Mo. The project was supported with funds from the U.S. Department of Homeland Security’s Urban Area Security Initiative. Local officials are encouraged to use these documents to support the preparation of their own plans. The guidance documents provide instructions for developing a Continuity of Operations Plan (COOP) according to the Department of Homeland Security (DHS) Headquarters Continuity of Operations (COOP) Guidance Document, dated April 2004.  Although general guidance and sample information is provided for reference, organizations are encouraged to tailor COOP development to meet their local government’s own needs and requirements.
