Johnson County Emergency Management emergency management plans are written to consider all relevant hazards identified in the Johnson County Hazard Analysis and to address the four phase of emergency management - mitigation, preparedness, response and recovery. It defines, to the maximum extent appropriate, the policies, roles and responsibilities for management of emergency operations within the constraints of existing resources and operational capabilities.

Emergency Management planning in Johnson County including the county's Local Emergency Operations Plan & Hazard Mitigation Plan, for example, rely on a cooperative process between the county and the various cities within the county. In accordance with KSA 48-929, responsibility for emergency management and emergency operations planning resides with the county. It is the policy and intention of Johnson County, however, to encourage the cities within the county to develop emergency operations plans of their own.

Disaster Preparedness Summit: On April 23rd, 2009 Johnson County Emergency Management and Homeland Security invited the public safety community in Johnson County to an all day Disaster Preparedness Summit. The purpose of the event was to better define the appropriate level of disaster preparedness in Johnson County, identify the gaps and challenges in getting us to the desired level, and discover potential solutions for bridging the gap. 	Local Emergency Operations Plan - The County's Emergency Operations Plan is currently being updated. Click the following link to learn more about the update process and how you can get involved. 2009 Update of the County's Emergency Operations Plan The purpose of this plan is to provide Johnson County the overall framework within which all entities of local government, volunteer agencies and the private sector can operate in an integrated and coordinated fashion before, during and after an emergency/disaster event. Local Emergency Operations Plan (pdf) As noted in the Base Plan of the Johnson County LEOP, the plan is reviewed on an on going basis (at least once a year) for any changes that need to be made. These changes are tracked and added as needed. If the change is considered critical, it is made immediately. If it is something that can wait until the regular update process, it is made at that time. Johnson County Emergency Management completes a thorough planning process to update the plan, in full, every four years to ensure timely and accurate information is included in the plan. 	National Incident Management System The Department of Homeland Security developed a comprehensive nationwide framework for incident management that enables responders at all levels to work together more effectively to manage incidents no mater what the cause, size or complexity. The National Incident Management System (NIMS) incorporates best practices currently in use by incident managers at all levels. It was developed through extensive outreach to state, local and tribal officials, the emergency response community and the private sector. NIMS is managed and maintained by the NIMS Integration Center (NIC), which provides strategic direction for the oversight of the system. The NIC has facilitated the development of a national system of guidelines, protocols and standards for NIMS implementation; training requirements, national-level training standards and assessment criteria for the various components of NIMS; and compliance requirements and timelines for implementation. Adoption of NIMS was required by state and local organizations by October 2005 in order to obtain federal preparedness assistance. 	Debris Management Plan Johnson County maintains a Debris Management Plan to respond to disasters in Johnson County generating debris. This plan is designed to identify agencies and activities that are involved in debris operations to ensure a coordinated response which achieves removal, storage, and final disposition of debris deposited along or immediately adjacent to public rights-of-way in unincorporated areas in Johnson County.
